Scientists began a program called HGE [The Human Genetics Experiment]. As an undercover organization that was either unknown, or unbothered with, by the rest of the world, the scientists were given permission to proceed with potential fatal, and inhumane, experiments. The ultimate goal of the organization was to create a kind of 'human weapon'. Or, in general terms, a human was animal-like skills. Capable of flying, jumping long distances, and running faster. A human who can breath underwater. Anything that could satisfy the world's craving to kill each other as quickly, and as effectively, as possible.
The very first experiments were all failed. Hundreds of people died from many mistakes made by the scientists. After months of failed experiments, and fatalities in the thousands, the government shut down the organization. For awhile, anyways. Until the need and curiosity became overpowering. After being reopened, the scientists approached the experiments in a knew way, after months of additional research.
4 years later...
Somewhere along the way, the focus of the organization's goal became changed. Now, they just wanted a successful experiment. And they did. The first shapeshifter was 'born'. After they took the data from the 'abomination' they exterminated it, and moved on. Suddenly they were coming up with more and more 'shapeshifters', and soon, thousands of human experiments were under way. By the end of the fifth year into the organization, over 3 thousand successful creatures were made.
They were kept imprisoned and analyzed by the scientists, and some were exterminated when the scientists were done with them. The scientists were especially keen as to know what the victim underwent when he or she transformed. At first it was a great deal of pain, but with time, came further success and studying brought new genetics. They cleared several of the problems with transformation.

Something terrible, for the scientists, happened. Over a hundred shapeshifters escaped from the lab. There was no hope for finding them, because they couldn't go around killing animals to find the shapeshifters. The shapeshifters lived among society for years, breeding with one another at first and producing more shapeshifters, but then, they bred with regular humans. The result was a chimaera.
The organization's experiments was now thrown into the public eye. Instead of people throwing a revolt and arresting the organization, out of cowardice and ignorance, the government signed an extermination order. All shapeshifters and chimaeras were to be killed. Of course, they weren't going to sit by and let the world kill them. They fought back.
Present day...
War. The world is in war with itself, or, in the eyes of the humans, with abominations, animals who were to die. With no understanding of these creatures, the humans search for and try to annihilate these creatures. Shapeshifters were lucky, because in human form, they looked like any other human and no one would ever be able to tell the difference.
The chimaeras, however, have a very hard time trying to not stand out. How many are going to die in these wars? Which species will survive? Only more time will tell.
